The same call, but different each time
The 2026 Double Transition voucher is the first national edition of the voucher from Italy's Chamber of Commerce digital points, but each Chamber publishes it with its own figures. Three real examples:
- Foggia: up to 70%, maximum EUR 8,000, minimum investment EUR 3,000;
- Lombardy: 50%, maximum EUR 10,000, minimum investment EUR 4,000, with consulting and training between 30% and 70%;
- Molise: up to 60%, maximum EUR 1,000, minimum investment EUR 500.
Applications nearly always go through the ReStart platform, you need a digital signature and certified email, and many are first come, first served. Foggia also required the SELFI 4.0 digital self-assessment in the three months before applying. The Lombardy call opened at 11:00 on 28 July 2026 and closed for every participating Chamber at 10:09 the next day, waiting list included.
What's in and what's out
In the Molise call, which follows the national template, eligible technologies include:
- ERP and MES business software, and tracking with barcodes or RFID;
- CRM, big data and analytics;
- artificial intelligence, cloud, cybersecurity and business continuity;
- EDI, geolocation, IoT and sensors.
Company websites, online advertising, SEO and SEM, PCs and phones (unless closely tied to an eligible technology) and support for legal compliance are out. The project ends within 120 days of the award. The Lombardy call didn't list SEO among the exclusions and set 30 April 2027 as the reporting deadline.
How to write the project
The voucher funds a technology with a precise name. A quote saying "software development" is at far more risk than one saying "CRM for order handling connected to the warehouse". For an online shop, spell out how it connects to the business software.
What I do
I read your Chamber's call with you, write the scope of work and a quote with the items it asks for. If the work qualifies, I build it: for example business software or a connection between shop and business software. I meet the rule of three jobs for different clients in the last three years.
If the call doesn't cover what you need, I'll tell you first.
What I don't do
I don't file the application and I'm not a grants consultant: ask your trade association or the Chamber's digital point. This page summarises the calls and pages named, read on 31 October 2026. Your Chamber's call is the reference.
Frequently asked questions
Which Chambers are still open?
As of 31 October 2026, according to the Chambers' own sites, Frosinone-Latina and Maremma e Tirreno are still open until 10 November unless funds run out. Salerno, Arezzo-Siena and Lombardy have closed with funds used up, even though the Chambers' digital portal still shows them as active: check your own Chamber's site.
Can I build a new website with this voucher?
In the call I read (Molise), company websites are excluded, as are online advertising and SEO. An e-commerce system only counts if it's connected to another listed technology, such as your business software.
Can a freelancer be the supplier?
For technology, in that call, the exclusions only concern suppliers tied to the company. For consulting and training there's a list, which includes VAT holders with at least three such jobs for different clients in the last three years. I meet it: I've done more than three, for different clients. Check each call.
Can I use it for NIS2 compliance?
Watch the wording: support services for complying with the law are excluded. A security technology counts, compliance assistance doesn't.
