Lombardy microcredit: website, software and consulting with a zero-rate loan

What it offers

The measure belongs to the Lombardy Region and is run by Finlombarda. The window has been open since 10:00 on 2 December 2025 until funds run out; since 25 May 2026 they amount to EUR 8,362,591.05. On 5 November 2026 the calls portal shows it as open.

• projects from EUR 15,000 to 100,000 with a Confidi or a bank;
• 40% as a zero-interest regional loan, 60% as a loan from the lender;
• repaid in 8-10 half-yearly instalments, with 80% paid out at the start;
• up to 50% of the regional capital written off at the end;
• de minimis rules.

What counts on the IT side

• business and professional software, business applications, licences and cloud and SaaS services for 12 months, up to 60% of the project's other costs;
• under marketing, designing and building the website and registering the domain;
• consulting on organisation, information systems and business management, as long as it isn't ongoing;
• hardware, except smartphones, and training;
• a 7% flat rate for indirect costs.

E-commerce isn't named.

The cap on software

Software can't exceed 60% of the other costs. A EUR 20,000 project that's all software doesn't work: with EUR 12,500 of website, consulting and hardware, software can reach EUR 7,500 at most. A project that holds up combines the website, sorting out the systems and the program.

What I do

I'm in Rovellasca, in the province of Como, and I work with businesses and professionals across Lombardy. For this measure I usually prepare:

• the new website, with domain and email addresses;
• an analysis of how data and programs work today and what to change, as information systems consulting;
• business software or a program for orders and bookings, inside the 60% cap.

The quote is split into the call's items, so the Confidi can read it without doubts. Costs count from the day after the application, so the work starts afterwards.

What I don't do

Frequently asked questions

Who can apply?

SMEs registered and active in the Companies Register with their office in Lombardy, and self-employed workers with an individual VAT number not in the Companies Register, with their tax domicile in Lombardy. There's no limit on the age of the business. Agriculture, warehousing and transport support services, finance, and past beneficiaries of the previous call are excluded.

How do I apply?

Only through a partner lender, which must already have approved its own loan. The list updated on 14 January 2026 names three Confidi (credit guarantee consortia): Confidi Systema!, Asconfidi Lombardia and Finergis. The Confidi files the application for you.

How much do I repay?

The regional share is 40% of the project, at zero interest, from EUR 6,000 to 40,000. The lender provides the rest, at no more than 9%. At the end the Region can write off up to 50% of the capital of its share, if the final report is approved, you've repaid at least half of the regional share and your instalments are up to date.

Can you be the supplier?

Yes: the call has no supplier list or location rule. It excludes suppliers linked to the business through control, shared partners or directors, or family ties, and invoices from partners, directors and staff. Each invoice must be at least EUR 250 before VAT and carry the measure's CUP code. I work in Rovellasca, in the province of Como.
