Piedmont self-employment loan: interest-free money for website and software

If you're opening a business in Piedmont after a spell without work, or on a low income, you can borrow 100% of the investment, 70% of it interest-free: software, hardware and a website, as long as it sells or takes bookings. It isn't a grant, and a brochure website doesn't count.

What it offers

The scheme belongs to the Piedmont Region and Finpiemonte runs it. The window has been open since 9:00 on 9 February 2026 until funds run out, with applications handled in order of arrival and an answer within 90 days.

  • financing for 100% of eligible costs: 70% interest-free from regional funds, 30% from a partner bank;
  • EUR 7,500 to 60,000 for the self-employed, EUR 15,000 to 120,000 for businesses;
  • quarterly repayments over 36 to 60 months;
  • a free guarantee on 80% of the bank's share, instead of personal guarantees;
  • de minimis rules.

You apply through the regional FINDOM platform, with a digital signature and a revenue stamp. You need quotes for at least 70% of the costs and the bank's approval letter.

What counts on the IT side

Software, hardware and licences count, and so does a website, but only an "applied, not merely informative" one, meaning it sells or takes bookings. Costs count from the date the VAT number or business was opened until 24 months after the money is paid out.

Consulting, consumables and leasing are excluded.

What's worth financing

A loan has to be repaid, so use it for what brings money in: the online shop that sells, the booking system that fills the diary, the program that saves hours of work. For a business that lives on appointments, a booking PWA makes sense; for a maker selling beyond the local area, an online shop connected to stock.

If you're under 35, also look at Invitalia's Autoimpiego Centro-Nord, which gives a grant voucher. Whether the two can be combined is for your adviser to say.

What I do

I prepare a quote by heading, with software and website described as assets and their operational functions spelled out, so the bank and the committee understand what you're buying. Then I build it: business software for orders and customers, a shop, a booking system. The code stays yours.

What I don't do

I don't file the application or deal with the bank. This page summarises the call (annex A) and the regional decision of 15 December 2025, as read on 31 October 2026. The call on Finpiemonte's site is the reference.

Frequently asked questions

Is it a grant?

No: it's a loan repaid over 36-60 months, with an optional 6-month grace period. 70% is interest-free from regional funds, 30% comes from a partner bank at an agreed market rate. The regional grant is a different scheme, Mettersi in proprio (MIP), which had run out of funds by April 2026.

Who can apply?

Unemployed people, workers earning below the tax-free threshold, workers at risk of losing their job and people looking for work, opening in Piedmont as self-employed, a sole trader or a company. You apply within 24 months of opening, 36 for women. Cooperatives are excluded.

Why doesn't a brochure website count?

The call only accepts an applied website, with operational functions such as sales or bookings. A site that just presents the business isn't an investment under this call.

Can you be the supplier?

Yes, for website and software: the call only excludes connected suppliers, such as partners, directors or close family. Consulting is excluded, so I invoice an asset: the software or the website, with its licences. Each invoice must be at least EUR 500 for the self-employed and sole traders, EUR 1,000 for companies.
