Cultural and creative businesses in Veneto: 70% of software and website

What it offers

The call uses EU regional funds (PR FESR, action 1.3.11), and AVEPA assesses it for the Veneto Region. It's Sub A, "Consolidation", second edition, with EUR 4,294,000. Applications go through the regional Fondi.RVE platform from 10:00 on 15 October 2026 to 17:00 on 19 January 2027, with a digital signature and a revenue stamp.

• costs paid from 1 September 2025 count;
• de minimis rules.

SMEs and freelancers active for more than 12 months, based in Veneto with a cultural or creative ATECO code, can apply.

What counts

• new hardware, with its basic software;
• licences, IT services and SaaS subscriptions, excluding maintenance and support;
• specialist consulting and external services to carry out the project;
• website and online promotion, campaigns and publications included.

In the application you can also ask for a flat 20% for staff and 7% for indirect costs.

The score is written

With a ranking, how the project is written matters. Of 100 points, 65 go to the proposal. If the description, innovation, business plan or timeline score zero, the application is rejected. Cultural impact and digital transition add points.

A quote that says "software development" helps little. One that says what changes for the audience or for internal work, with phases and dates, scores better.

What I do

I write the technical part of the project and the timeline, using the call's headings, then I do the work. For a publisher, an architecture practice or a production company it might be:

• business software for jobs, rights, archive or bookings;
• an online shop for books, prints, music or tickets;
• an app or PWA for visits, events or multimedia content;
• the website and the pages needed for promotion.

What I don't do

I don't file the application or write the business plan. This page summarises the call text (annex A to regional decision 993 of 15 September 2026) and the list of ATECO codes, as read on 31 October 2026. The call on the Veneto Region's site is the reference.

Frequently asked questions

Does my business qualify?

It depends on the ATECO code, primary or secondary, which must be in Annex A1: publishing, film and video, music, architecture, graphic design and visual communication, photography and visual arts, among others. Software houses and advertising agencies aren't listed. You need more than 12 months of activity when the call was published and an operating office in Veneto.

Is it first come, first served?

No: applications are ranked, with a minimum score of 60. The ranking comes out within 120 days of closing and the project must be finished by 31 May 2029. Applying on the first day earns no extra points.

Can you be the supplier from outside Veneto?

From the call's text, yes: it excludes suppliers linked to the business and those without a VAT number, but sets no limit on location. Invoices under EUR 200 plus VAT don't count.

Is software maintenance covered?

No: software maintenance, updates and support are excluded. Licences, IT services and SaaS subscriptions for the project's duration are covered.
