What it offers

The call uses EU regional development funds (PR FESR) and is run by Lazio Innova, with EUR 3 million. The online form on GeCoWEB Plus has been open since 12:00 on 22 October 2026. Applications can be sent from 12:00 on 10 November 2026 until 17:00 on 10 November 2027, in order of arrival, and the window closes early if funds run out.

  • a 70% grant, up to EUR 20,000, or EUR 40,000 for associations and STPs with at least two young professionals;
  • at least EUR 8,000 of reported costs;
  • a 20% flat rate on top for staff and indirect costs, calculated automatically;
  • de minimis rules, paid in one instalment at the end.

You need SPID, CIE or CNS, a digital signature and certified email (PEC). The 2025 tax return and the certificate from your pension fund go with the application: if they're missing, the application is rejected and can't be completed later.

What counts on the IT side

  • A.1: hardware and "basic or standard software";
  • A.2: licences and rights of use of intellectual works;
  • A.3: subscriptions to software and platforms as SaaS, IaaS or PaaS and new connectivity, for at most three years from activation;
  • A.5: one-off services to adopt new digital solutions, promotion and specific training, up to 30% of items A.1-A.3.

Tax, accounting and legal advice, preparing the application, generic turnkey contracts, leasing and used goods are excluded.

The sums to do first

With the 30% cap, services alone aren't enough. To reach EUR 8,000 of spending you need about EUR 6,150 in hardware, licences and subscriptions. Subscriptions count only if paid before the payment request, and a monthly invoice under EUR 500 before VAT doesn't count: it's better to pay a year or more on one invoice.

One of the assessment criteria is the use of solutions "in line with the best technology standards on the market". A ready-made program, set up well, is usually the safest choice here.

What I do

In a professional practice the work is usually this:

  • I choose with you the cloud program for cases, deadlines and clients, move the data in from Excel or the old program and set it up: you pay the subscription to the service provider, and my work is a one-off service;
  • I move files and backups from the office PC to a server with personal logins;
  • if a ready-made program isn't enough, I prepare custom business software, described in the quote as a right of use, once Lazio Innova has confirmed it.

I split the quote into the call's items, with phases, days and my CV. I invoice only after the application, with the CUP project code.

What I don't do

I don't file the application or check the practice's eligibility. This page summarises the call as amended by determination G15181 of 2 November 2026, the GeCoWEB Plus guide and Lazio Innova's page, as read on 5 November 2026. The call is the reference.

Frequently asked questions

Who can apply?

Professionals registered with one of the 19 orders, colleges or registers in the call (lawyers, architects, engineers, accountants, labour consultants, surveyors and notaries among them) who haven't turned 40 on the application date, with 2025 professional income up to EUR 66,300 and their practice in Lazio. Professional associations and professional companies (STP) where young professionals hold the majority can apply too. Anyone who received the 2025 grant is excluded.

Can it pay for custom software or a website?

The call names neither custom software nor websites. A program built for you, where you acquire the rights of use, could fit item A.2 for intangible assets; a website, as promotion, could fit the one-off services in item A.5. That's my reading: ask Lazio Innova to confirm before you count on it.

Can I start before applying?

No. Contracts, invoices and payments, down payments included, must come after the application is sent. The quote you attach is fine as long as you haven't accepted it yet. The project must be finished, paid and reported within 9 months of the grant decision.

Can you be the supplier from outside Lazio?

Yes: the call sets no location or certification rule for suppliers. It excludes related parties, such as a spouse and relatives up to the third degree, and suppliers without a VAT number. Each invoice must be at least EUR 500 before VAT. For non-standard services it asks for the supplier's CV with similar work from the last three years, and I have more than three such jobs for different clients.
